中國農(nóng)村醫(yī)療保險(xiǎn)制度改革研究

中文摘要：農(nóng)村的現(xiàn)代化是中國現(xiàn)代化的關(guān)鍵，作為追求中國農(nóng)村現(xiàn)代化的主體，農(nóng)民的生活狀況和健康狀況，是中國現(xiàn)代化進(jìn)程和水平的重要標(biāo)志之1。而醫(yī)療保險(xiǎn)和農(nóng)民的生活和健康都息息相關(guān)。然而，隨著醫(yī)療衛(wèi)生體制的市場化改革，農(nóng)民成為毫無保障的自費(fèi)醫(yī)療群體，健康和生活問題日益突出。農(nóng)民的醫(yī)療保險(xiǎn)問題，成為當(dāng)代中國現(xiàn)代化發(fā)展中不可回避的1大難題。本文在對中國農(nóng)村醫(yī)療保險(xiǎn)制度改革現(xiàn)狀進(jìn)行簡單描述的基礎(chǔ)上，指出了中國醫(yī)療保險(xiǎn)制度存在著嚴(yán)重缺陷，分析了缺陷產(chǎn)生的經(jīng)濟(jì)學(xué)原因，并借鑒發(fā)達(dá)國家醫(yī)療保險(xiǎn)制度的經(jīng)驗(yàn)，提出了構(gòu)建有中國特色的農(nóng)村醫(yī)療保險(xiǎn)制度的基本對策。

Chinas rural reform of the medical insurance system study
 
Rural modernization is the key to Chinas modernization, as a pursuit of Chinas main rural modernization, The living conditions of farmers and health status of the process of Chinas modernization and an important landmark. Medical insurance and the life of peasants and health are closely related. However, as medical and health system, the market-oriented reform, farmers have become no protection at their own expense medical groups, health and life issues have become increasingly prominent. Farmers medical insurance, which became Chinas modernization development, which can not be avoided as a major challenge. In this paper, Chinas rural reform of the medical insurance system for a simple description of the status quo on the basis of that the medical insurance system is seriously flawed. Defect analysis of the economics, and benefit from the medical insurance system developed experience, set forth with Chinese characteristics rural medical insurance system for the basic countermeasures.
