構(gòu)建具有中國(guó)特色的存款保險(xiǎn)制度
摘要：存款保險(xiǎn)制度是一種金融保障制度，是指由符合條件的各類(lèi)存款性金融機(jī)構(gòu)集中起來(lái)建立一個(gè)保險(xiǎn)機(jī)構(gòu)，各類(lèi)存款機(jī)構(gòu)作為投保人按一定存款比例向其繳納保險(xiǎn)費(fèi)，建立存款保險(xiǎn)準(zhǔn)備金，當(dāng)成員機(jī)構(gòu)發(fā)生經(jīng)營(yíng)危機(jī)或面臨破產(chǎn)倒閉時(shí)，存款保險(xiǎn)機(jī)構(gòu)向其提供財(cái)務(wù)救助或直接向存款人支付部分或全部存款，從而保護(hù)存款人利益，維護(hù)銀行信用，穩(wěn)定金融秩序的一種制度。建立存款保險(xiǎn)制度有利于降低金融風(fēng)險(xiǎn)，防止擠兌發(fā)生及危機(jī)擴(kuò)散。當(dāng)個(gè)別銀行出現(xiàn)流動(dòng)性風(fēng)險(xiǎn)時(shí)，存款人因?yàn)橛辛讼嚓P(guān)的法律制度作保證，不再產(chǎn)生巨大的恐懼心理，避免該銀行發(fā)生擠兌風(fēng)潮、傳染其它與之有業(yè)務(wù)聯(lián)系的金融機(jī)構(gòu)，同時(shí)，建立存款保險(xiǎn)制度有利于保護(hù)存款人的利益。在投保銀行面臨支付危機(jī)時(shí)提供救助，在投保銀行破產(chǎn)倒閉時(shí)依法清償存款人的存款，從而保護(hù)了存款人的利益。關(guān)鍵詞：存款保險(xiǎn)保險(xiǎn)制度問(wèn)題研究
Abstract:The deposit insurance system is one kind of financial safeguard system,is refers by conforms to the condition each kind of deposit financial organ to concentrate establishes an arming device,each kind of depository institution took the policy holder according to certain deposit proportion to its payment insurance premium,establishes the deposit insurance reserve fund,when the member organization has the management crisis or faces the bankruptcy goes out of business,the deposit insurance organization to it provides the financial rescue either directly to the depositor pays the part or the complete deposit,thus protects the depositor benefit,defends the bank credit,stable financial order one system.The establishment deposit insurance system is advantageous in reduces the financial risk,prevented the run on a bank has and the crisis proliferates.When the individual bank appears the fluid risk,because the depositor had the related legal regime to make the guarantee,no longer had the huge dread,avoided this bank having the run on a bank unrest,infecting other and it has the service relation financial organ,simultaneously,established the deposit insurance system to be advantageous in protecting depositor?s benefit.When insurance bank faced with payment crisis provides the rescue,goes out of business when the insurance bank bankruptcy pays off depositor?s deposit legally,thus has protected depositor?s benefit.
